What are my career goalsI didn’t have it, which was a good thing because our community at that time was so small. So for me when I graduated from school. I was serious I had my simple goals, one is to get a job, two, it is basically to get an apartment, so I can be independent.
And then I went to Harvard Business School. I graduated from Harvard Business School, and because my family was in business. I decided to go into banking, to get some experience in banking. I didn’t understand so much about what banking was all about, but I learned. I worked for Citi Group, and when I was in the middle of working in Citi Group for 4 years, I had an opportunity to work at the White House because Citi Group had a special program. They selected outstanding performers within the bank and then gave them opportunity to support them for an intern in the government. I was selected as a White House fellow. I worked at the White House for one year. It was a difficult time, not easy, but I was so excited. It was so interesting because there was no Chinese, no Asian at the White House at that time, so I felt I was blazing a new trail for other Asian Americans. And I was learning a lot to be a better leader in the future. I worked for the White House for a year.
The President at that time was Wilson Reagan. He was from California. I grew up in New York. I had never been to California, so I decided to go to California, so I found a job in Bank of America in California and moved to California. I didn’t know anybody. I didn’t have friends there, but I was excited. I just wanted to see what California was like. So I was within California for 3 years and one day I got a phone call from Secretary Elizabeth Dole, and she was the Secretary of Transportation, and she needed someone who understood banking which I gained the experience from Citi Bank, and she also needed someone who understood shipping which I also had gained in Bank of America, so the two expert teams really helped me to get the job that she had admired. She had a portfolio (證券投資組合) in the Department of Transportation that was losing $1.8 a year, and she needed a banker to go and clear it up. So within one weekend I flew back from California, found an apartment in Washington D.C and started work on Monday. This is Maritime Administration. I worked there for 2 years and learned a great deal about the government. Around 2 years later, I was appointed Chairman of the Federal Maritime Commission. The reason why I was appointed was because the previous chairman of Federal Maritime Commission had passed away suddenly. The government needed someone who understood shipping, who had been in the government in shipping, who can be the Chairman. So once again my particular background in shipping, transportation and banking was very important, so I was the Chairman for a year, and then a new president came in. It was the first President Bush, and he asked me to be the Deputy Secretary of the Department of Transportation. At that time I was 35, though older than you, very very young. I was the youngest Deputy Secretary in the whole government and I was also the first Asian American Deputy Secretary in United States government.
And then in 1992, more than 20 years ago, such a long time ago, President Bush lost his re-election. When he loses re-election, what happened to America is that everybody who was with him goes. So I joined United Way of America. United Way of America was the NO.1 charity in America. I was there for 4 years.
I had little time to get married at the age of 39. It was very late. My husband, as you know, is the leader of Congress. He is a very good husband. He does his own laundry, he cooks and helps me with the house too. He is very encouraging women. I think it is really important to find someone who is going to be your life partner because they will help you adapt your life and they will help you adapt to your career as well.
In 1996, I wanted a break, so I joined Think Tank where I took some time to study and learn more about American political system, how to get ideas across, because America is a very confrontational society. People are arguing all the time, so some people are saying this, some people are saying that, and it’s OK. There is a lot of fighting back and forth. And then in 2000, President George W. Bush was getting ready for his president chosen, and I had known him before, because I had companied with him for his father, and I knew him also at Harvard Business School. President George W. Bush was class of 71, and I was the class of 1979, so we knew each other from that as well. You will be interested to know that I was actually supposed to get, I thought, Department of Transportation, but nominate of Department of Transportation, so I was very disappointed.
I can tell you a lesson that if you face a disappointment, NO. 1, you must always think of a long term, so even though it can be a disappointment, don’t be discouraged. If you handle the disappointment well, there will be lots of other opportunities. So indeed, I was originally not offered, but I was indicated that Secretary of Labor was a position that they wanted for me. I wasn’t very familiar with labor as much as I was familiar with transportation. So I was hoping to be appointed to transportation. When it did not happen, I was very calm and I thanked the President and his team for considering me. I wish them well in their new administration, thinking that I will not be going to be a part of it. 2 weeks afterwith, the President nominate for the Secretary of Labor position encountered difficulties in confirmation hearing. In United States, the President proposes a Secretary, and then the Congress, the Senate approves. So the original choice for the Secretary of Labor encountered difficulties in her confirmation process, and she had to drop out(退出). So the White House, the President had to find a new Secretary of Labor, someone they trusted, someone they know, can clear and gain the approval of the Senate, who had no blemish on their records, so they can go through the confirmation process very easily. They approached me again and asked me whether I would be interested in accepting the position of the Secretary of Labor, so that was how I became the Secretary of Labor.
I wasn’t the first choice because my world at that time was so small that there were so few Asian Americans in the government at that time. There was no guide, no one to tell me what to expect, but what I did find helpful was what my parents were talking, you have to have courage, interest and curiosity. I think one thing my parents talked to me a great deal of is curiosity. You have to have interest, you have to have curiosity, and if you are curious, you will go on and seek more doors and more opened and these doors opened for you, if you have persistence, planned ahead, and if you have the will to persist. The world is changing so rapidly, so you have the same opportunities for you. I can’t tell you what the opportunities are, but if you have interest, and have the will, and you have the confidence, you will have a lot of opportunities.

非常感謝,能有機(jī)會(huì)讓我來到這兒,見到你們很開心。所以,大家請(qǐng)坐吧!我現(xiàn)在在中國,因?yàn)槲覄倧男陆透拭C回來。所以這一次,我是陪我的父親到新疆到甘肅去,因?yàn)槲业母改,他們(cè)诤镁靡郧跋胍L問這兩個(gè)地方,可是他們都沒有機(jī)會(huì),我的母親是2007年8月2號(hào)的時(shí)候她就走了,可是她生病以前,她生病的時(shí)候常跟我父親講,因?yàn)樗莻(gè)(文化人),她說如果我有機(jī)會(huì)的話,我身體好一點(diǎn)的話,我們一定、肯定要到新疆和甘肅去。雖然我母親這一次沒有機(jī)會(huì)到新疆和甘肅,我的父親還是要來,所以是我陪他,而且在我母親的精神(鼓勵(lì)下),我們是代表她看看新疆和甘肅。
曾經(jīng)有些人問我你是怎樣開始的怎樣開始從事政府工作的每當(dāng)問到這樣的問題時(shí)我會(huì)這樣回答:其實(shí)我一開始并沒有做好打算要直接從政,我到美國那時(shí)候上小學(xué)三年級(jí),那時(shí)候是8歲。剛到美國那時(shí)候一句英文也不會(huì)講,非常困難,我父母的日子也很難過,我們當(dāng)時(shí)不了解美國人的語言、不理解他們吃什么東西、也不理解美國人的傳統(tǒng)。其實(shí)問我的想法,我還是很中國的,如果有人問我:你成功的驅(qū)動(dòng)因素是什么是什么激勵(lì)你走向成功那我會(huì)回答:第一,我想讓我的父母以我為驕傲,因?yàn)樗麄優(yōu)楹⒆訝奚颂。第二,我一直想服?wù)于一個(gè)更大的使命而不僅僅是為了小我而工作,所以我一直想貢獻(xiàn)自己的力量去幫助別人。
兩年以后,我被任命為聯(lián)邦海事委員會(huì)主席,我為什么會(huì)被任命呢主要是因?yàn)榍叭沃飨蝗蝗ナ懒,這時(shí)候政府需要一位既了解船運(yùn)又在政府從事過航運(yùn)工作的人來做聯(lián)邦海事委員會(huì)主席,由于我碰巧滿足這三方面的要求航運(yùn)、運(yùn)輸、銀行,正好有這樣的一個(gè)組合滿足他們對(duì)于人選的需要,我就被任命為主席了。工作了一年,后來新總統(tǒng)上任,這回是老布什總統(tǒng),老布什總統(tǒng)任命我為
交通部副部長,當(dāng)時(shí)我是35歲,雖然比各位年長,但還算是年輕的,我當(dāng)時(shí)是老布什總統(tǒng)內(nèi)閣里最年輕的副部長,此外,我還是第一個(gè)亞裔美國人進(jìn)入內(nèi)閣。
又做了一段時(shí)間,那就到了1992年了,22年前,好久以前的事了,當(dāng)時(shí)老布什總統(tǒng)在競選連任時(shí)敗北,第二任沒有贏之后他的競選班子的人都離開了,我也離開了,我就加入了美國最大的慈善機(jī)構(gòu)組織美國聯(lián)合慈善基金會(huì),我在那工作了四年。后來39歲剛過,我就結(jié)婚了,39歲才結(jié)婚也還可以,我的先生是國會(huì)共和黨的領(lǐng)袖,他是非常好的丈夫,他自己的衣服自己洗、自己做飯,而且家務(wù)事他也愿意和我分擔(dān),他對(duì)女人很尊重、很鼓勵(lì),我覺得這個(gè)很重要,如果你能找到人生的另一半,他一輩子愿意和你做朋友,他愿意和你一起去適應(yīng)生活,他也會(huì)幫助你去適應(yīng)你的職業(yè)這很重要。
到了1996年,我想休息一下,所以我就加入了一個(gè)智庫組織,也就是說我花了一些時(shí)間去研究和學(xué)習(xí)有關(guān)美國的政治制度,如何把很多好的想法去傳播,因?yàn)槊绹鐣?huì)其實(shí)充滿著
對(duì)抗。人們總是就很多話題展開無止境的爭吵,有人說要這樣,有人說要那樣,這也是可以的,所以有很多來來回回的爭吵,那就到了2000年,當(dāng)時(shí)小布什總統(tǒng)準(zhǔn)備競選,我之前就認(rèn)識(shí)小布什先生,因?yàn)槲以?jīng)和他一道為他的父親競選美國總統(tǒng)工作,我們?cè)诠鹨彩切S,他?1年那屆,我是79年那屆哈佛學(xué)生,我們是校友。此外我以為他們會(huì)任命我做交通運(yùn)輸部部長,但是他們沒有任命我,當(dāng)時(shí)我還挺失望的,那么至少在這可以告訴大家一個(gè)教訓(xùn):如果你遇到了失望的事情,第一永遠(yuǎn)把眼光放長遠(yuǎn),哪怕從目前來看這個(gè)好事沒有落到你頭上,但是你不要灰心喪氣,如果你能應(yīng)對(duì)好這次沮喪,那么從長遠(yuǎn)來看會(huì)有更多的好機(jī)會(huì)等著你。因此,一開始我確實(shí)聽到這樣的說法,就是勞工部長想要我來做,但是對(duì)于勞工事務(wù),我并沒有像交通事務(wù)那么擅長,因此我當(dāng)時(shí)還很希望自己能當(dāng)交通部長,然而交通部長人選旁落他人的時(shí)候,我非常的鎮(zhèn)定,我也感謝總統(tǒng)和他的團(tuán)隊(duì)考慮我,我希望他們?cè)谛碌膬?nèi)閣能夠取得成功。結(jié)果兩個(gè)星期之后,總統(tǒng)本來的勞工部部長人選在他的確認(rèn)聽證會(huì)舉行的時(shí)候遇到了一些困難。在美國是這樣,總統(tǒng)提名一個(gè)部長人選,但是議會(huì)要同意,所以原來的勞工部長人選在聽證會(huì)的時(shí)候他的確認(rèn)程序遇到了困難,所以他被迫退出。那這個(gè)時(shí)候白宮還有總統(tǒng)需要找一個(gè)新的勞工部長,他們要信任這個(gè)人,這個(gè)人他們要了解,可以來解決問題,而且能獲得國會(huì)的批準(zhǔn),以前的`歷史都是非常好,這樣可以很順利通過國會(huì)的程序。然后他們?cè)俅蝸碚椅,問我是否愿意?dān)任這個(gè)職務(wù)接受勞工部長這個(gè)任命,這就是我成為勞工部長的過程。所以我并不是第一人選,但是我覺得生活是很有意思的,你很難把每一步都精心計(jì)劃,你可以有一個(gè)大的規(guī)劃,但是很難精心計(jì)劃每一步怎么走,而且也很難知道所有的機(jī)會(huì)到底在什么地方我覺得要有一個(gè)好的態(tài)度要能夠有信心、樂觀并且向前看。
所以,當(dāng)我講我的事業(yè)的時(shí)候,每一步都非常有意思,但是我從沒有精心設(shè)計(jì)過它就自然而然發(fā)生了,因?yàn)槭裁茨匾驗(yàn)槲遗,我總是超越?duì)我的要求,而其他人會(huì)注意到,當(dāng)有機(jī)會(huì)來的時(shí)候我的名字他們馬上就想到了,所以我覺得最重要的就是人生需要規(guī)劃,但你不能規(guī)劃到每一步,關(guān)鍵要對(duì)自己有自信,要熱愛自己從事的工作,對(duì)它有真實(shí)的興趣。當(dāng)我第一走進(jìn)華盛頓的時(shí)候,我非常有興趣、非常有熱情,我想去發(fā)現(xiàn)美國的工作機(jī)制到底是什么像我來到美國,我不了解美國政府的工作機(jī)制,我想到政府里去看看他的工作機(jī)制是什么所以我就進(jìn)入了政府,當(dāng)我進(jìn)入了美國政府以后一扇門打開了,我進(jìn)去之后又一扇門為我打開了,我又進(jìn)去了,又一扇門隨之打開。這些為我打開的門不是我之前可以預(yù)見的,因?yàn)楫?dāng)時(shí)我的視野是那么狹小,當(dāng)時(shí)有很少的亞裔美國人在政府工作,沒有榜樣,沒有人和我說未來的職業(yè)路徑,但是后來我發(fā)現(xiàn)這個(gè)反倒是幫上了我的忙,因?yàn)楦改赋:臀艺f人要有勇氣、要有熱情、要有好奇心。
我想有一件事是我父母反復(fù)和我強(qiáng)調(diào)的,那就是人不能沒有好奇心,要有對(duì)某個(gè)事物的興趣,有了好奇心才能不斷的成功,才能推開一扇又一扇的門,這些門會(huì)為你打開。只要你有這種堅(jiān)持的精神,之前做好規(guī)劃,又有這樣的毅力堅(jiān)持下去,那今天在我們面前都存在這樣的機(jī)會(huì),機(jī)會(huì)非常多,我沒有辦法講具體的展現(xiàn)形式。只要你對(duì)事物有好奇心、有堅(jiān)強(qiáng)的意志、對(duì)自己有信心就一定會(huì)抓住很多很多的機(jī)會(huì)。
